  1. I'm thinking of the acronym K.I.S.S. here. Keep It Simple, Stupid. The more complex the guidelines are, the less likely they'll be followed or misunderstood for a total opening of the system. If anything, half measures will be worse than full abandonment of the shutdown, because it'll give smokescreen to a lot of people and sow confusion even worse.
