  1. One starts an investigation once evidence of a crime is discovered. A corpse is discovered, finding money missing, someone with wounds shows up, that sort of thing. You don't look at a person and then try to figure out what crime(s) you can charge them with. It's a dangerous precedent to set, especially with a party that's so brazen about committing crimes. Next thing you know, they're going to be investigated.
