I don't believe this is a delusion. That is to say, I don't believe that Trump actually came away from his conversation with the Mexican president believing she'd secure the border. What I believe is happening is Trump is manufacturing fake consent with the Mexican president so that, when his plans inevitably fail, he has a scapegoat. He also may be manufacturing a pretext to invade Mexico, even if we're only talking about attacking cartels.
