I have no doubt they have people working for them that are fluent in Spanish. This wasn't about an earnest attempt to understand the issues with immigration, it was a scare-tactic for the mostly white, mostly older Fox News viewer. So, they send a guy that nominally speaks a little broken Spanish as a stunt. Only Fox News viewers fall for this stuff.
