The way our political system is set up is that issues are debated, all the members are convinced or not of the soundness of the arguments being made, a bill is crafted (in this case, an impeachment ordered), and the winner of that argument determines if said bill passes or not. The Republican party has long since lost the ability to make a cogent argument. It atrophied due to their reliance on propaganda television instead of sound reasonable arguments.
