  1. Your analysis is mostly correct. The problem with minor tweaks and fringe adjustments is that it doesn't fix the problem. Sure, you might be able to keep a fundamentally broken system working a little longer, but either A) it will inevitably collapse due to the structural damage or B) you string enough incremental changes and you will have a new system or at least a system unrecognizable from the base system.
