  1. Political cowardice has become the standard mode. The vast majority of politicians are far too in love with the power and the perks of being senators or representatives and are unwilling to do something that MIGHT upset that. So, they do things piecemeal, abandon the principles they espouse, and do nothing that might upset their voters in the short term even it if would help them long term. The ones who finally got a sour taste in their mouths are so used to going with the party's political flow have no real option except quit. As soon as they push back, they get primaried from the extreme side of their party and ruins their political chances. Easier to quit than to fight.
