This is one of the bigger reasons our founding fathers only wanted engaged and informed voters. The way they went about it was wrong, only male land-owners, predominantly white, could vote. But having SUCH a small number of people voting for something THIS important and consequential is an embarrassment. I'm 40 now and I didn't vote until Barack Obama was running. I get it now, but too many people don't. They don't like politics and would rather feel more comfortable by not engaging than taking a little bit of stress and engaging in the process, making the system do what it's supposed to.
