  1. Just because a gun is non-lethal or less-than-lethal doesn't mean it should be used willy-nilly. Weapons are meant to be used as though they are 100% lethal at all times, and therefore, used in extreme circumstances. Not just police either, civilians sporting pepper spray or tasers and use them in bad ways get charged with assault. If a person is permanently injured by such a weapon, the user of said weapon can be charged with felonies on top of assault.
