I think the question about oil\energy prices going up under Democrats could have been framed better. It's market anxiety he's referring to. Markets are volatile by nature, but even more so when anxiety is injected into it. They like predictability and they like control. If they don't have both, they become anxious and start seeking means to increase their revenue. The argument being made is that, while Democrats are far more predictable, the energy sector loses control and therefore becomes more volatile resulting in higher prices. Not sure how true it is, but I think it's more coherent an argument.
