  3.  @DavidRichardson153  they did not empty out their prisons. there are very strict conditions to be eligible. no murderers or convicted of serious crimes like rape etc. also something about how long they still have to serve in prison. if they have more than a few years left they are not eligible so if they still have 5 years they don't get out. i don't remember the exact number but i think the cuttoff is at 3 years left of their sentence. so the idea is it's not a reward or blank check . and ukraine never does meatwave attacks like the russians.
