  1.  @SymphanyinSorrow  Strictly speaking it isn’t illegal now. It was banned by Carter in 77 but the ban was lifted Reagan in 81. The real reason is nobody wants to do it, the process costs billions and there are no longer any customers for the resulting fuel.
