  1. Given the sensitivity and accuracy of modern tests, I find it hard to justify a limit beyond around 10 - 12 weeks. (With the usual exemptions).

  3. The tests are widely available and the decision is ultimately the mother’s. Given that the risk of the condition increases with the age of the mother, and who’s expected to pick up the tab of looking after them when the parents become incapable or unwilling to. The state wishing to minimise the problem is predictable.
