  3. There’s no evidence that it deliberately released, simple incompetence is more likely. Wuhan was originally built as a joint venture with the French who later withdrew from the project because they said the building had not been built to a high enough standard.

  7.  @Dreamweaver787  Full advantage was taken of the opportunity presented, but that still doesn’t mean it was released deliberately, if it hadn’t been that then another crisis would have been used.
