People only use 5% of the U.K.’s water directly (with around 2% being showering). Another 5% is used by industry, the remaining 90% is agricultural. When the government Environment Agency reviewed the licenses allocated to farmers for water abstraction some 20 years ago, in their ‘wisdom’ they renewed them without question, often without limitation, and 79% were made ‘licences of right’ which means in PERPETUITY thus avoiding the costs and need to ever repeat the review process!

In the U.K. it would be illegal for it to be operational. It might be deactivated but it’s most likely a replica. Note that if it was an 1871 Martini–Henry then it could be fully operational because those are now considered obsolete and don’t require a firearm certificate.
