  1. Was wondering the same thing, but there's a simple explanation: the first word is omitted to form the acronym. Illegal (I)mmigration (R)eform (A)nd (I)mmigration (R)esponsibility (A)ct = IRAIRA. Alternatively, the double 'I' in the beginning two words is just pronounced as one 'I.' It's not all that unusual for bills to develop an acronym that doesn't always exactly match or follow the usual protocols, but provides an easy tag for people to pronounce and use. Make a little more sense for you, now?
