My country, Nigeria, was also affected by the halt in foreign aid but most of us agree with it since much of it was being embezzled by corrupt people. The freeze is mainly temporary and will likely resune after re-negotiations from our government and a commitment to ensure it is used for actual aid. Not to mention, it has also forced our government to domestically raised the funds for HIV AIDS funding instead. Plus, we agree with Trump that it should be via investments and trade with the USA that Africa develops.
