Doesn’t harm anyone and is fair to those he encounters. Listens to the victim or suspect and makes sound judgments based upon behavior and physical/mental signs. I know of a watch commander in Orange County (CA) that was not backed up by the other cops beneath him. Not one came to his defense over a SA incident. Did it cost him anything or was he charged? Don’t know. There is nothing online to indicate the outcome. Guessing he was guilty and no one wanted to step up.
