@davidcraft4644 Again, Slaves were property, the Democrats were founded for the Very purpose of keeping slavery, primarily from a split among the "Democratic Republicans" upset about the Missouri Compromise.... the Democrats then Dominated for the next 35 years until the Republican Party was formed and the Civil War. North or south, the Democrats supported, tolerated, promoted, Slavery and did everything the could to maintain that institution. The Republicans were not innocent or saints, but they were NOT the party of slavery and NORTHERN Democrats were well aware of their parties platform and the few that dissented, were removed by the DEMOCRAT legislatures and/or voters. All precursors of Federalism, or Anti Federalist, Democratic Republicans etc. were not formed under the single issue of slavery.

@davidcraft4644 No I didn't but make sure you focus on that, even if true, to cover up the fact you think Democrats from the North were somehow different from their southern party members on this issue. My question was geared to what law was passed to reflect your position, that wasn't it, quite the opposite really.
That said, I will agree with your point that their compromises were made to pass the Constitution and that was a necessary evil; the preservation of the Union, agreed but I think a scapegoat copout given the inevitable, but in NO WAY and indication that Democrats, even in the Norther, were not a party of slavery and the precursor to collectivism while the narrative now is they were "pro individual" which is only to say they believed in individualism more then than the current party does today. The same platform rang true that invented the Democrats in 1824 - 1828 as in 2016-2020 "popular vote" for the president and all things done and federal power growing at the expense of the individual, growth of government, in the name of "Democracy".
