  2. The excutive Branch created USAID, Raskin. That is and was the President, not Congress. Congress creates a budget but when an agency created by the Executive branch finds corruption in spending the allocated money he can stop it and close it down. Read a little history Raskin.

  3. Yes, Raskin, a separate group has to come in and do the job of oversight because people like you will not. The corruption has been going on for decades and you were and are part of the problem. You won't defend the things found, but you want to fight that they were found out.
