  1. The law comes from the philosophy every dog has a bad day but an attack is an attack. If criminal charges don’t apply then they must go civil route and sue for damages and therapy for the child. I have a dog and he’s well discipline Australian Cattle dog. He only barks when there’s trouble and great with kids and tiny dogs. It may all come down to the owner not being able to handle certain breeds.
