  1. Article said improper disposal of waste. If it costs more to dispose of the gas and they are charging a fee to do it...maybe. Cost of gas in California is about $7/gal. Way more than Arizona and other surrounding states. They can’t bring gas from out of state or Mexico where it’s much cheaper and must refine the gas in California. Only matter of time before someone finds a way to scam.
