  1. As a retired QA inspector, I can say it really comes down to the experience of the inspector. Some are very well knowledge and have decades of experience while others are just going through the motions and rubber stamping everything. I don't see how the city inspectors didn't share on the blame. If the house collapsed and the occupants died, I'm sure there would be charges for negligence. What was the point of all the permits and certification? Was it all show?
