  2. The problem is that that they've got 'low employment' or don't live near urban spaces. The problem is that the land they're put on is arid, the rivers are poisoned by US factories (so no fishing) and there's often no space to hunt on. Reservations will fail if they try to eminate civilization. And they will fail if they don't force rivers to be cleaned and more hunting grounds to be opened up. They will also fail if they don't find a way back to the lands in the east.
