  1. Odd! I think in Salic Frankish law it was cheaper to kill a Roman although I'm not entirely sure. Could also be more expensive. The reality is that killing foreigners has some very real political consequences which could unsettle the peace. So it makes sense to make those fines higher. Whereas, if they're at odds with another nation, it makes sense to lower the fine.
