Not everyone are following the rules and those people are slowly still getting infected so the numbers you're seeing are from those who aren't careful and following rules otherwise if they were they wouldn't have gotten infected. Its situations like that which get me really frustrated with those who don't take it serious because while they are able to fight and recover from covid, the people they infect may not.
