I think you have it. This was evident in a brilliant 1970s documentary of some of the first modern skyscraper blocks of flats in London. Developers wanted to develop rundown streets of 2 storey houses which all had small gardens/backyards at the back where the neighbours chatted over the fence. The resident families had been in those houses for generations. They looked out for their neighbour's wellbeing and security. The streets' residents were indiscriminately placed in different flat complexes with new neighbours who they didn't know. Their street community was broken up and scattered. The other residents in the brand new blocks didn't know other residents either. Social and structural problems in the rapidly built and ill-thought out blocks and the area around them soon developed.
