Some soldier made a speedy trip to a National Guard ammo supply office to get 2,000 bullets and they gave each solider 2 bullets. That was followed by R- Arnold taking office, during a power crisis and offering no solution. Enron had manipulated energy prices and an average utility bill went from $60-80 to $400.
