The main difference is that tony did plan to reveal his plan eventually while Steve didn’t. Also he didn’t know that the mind stone was going to bring ultron online since tony and Bruce admittedly nowhere near the point creating the interface for ultron

@DonsStudios only by the accords, which tony would’ve tried to have amended/overturned if the other avengers signed it since Tony did make some valid points over signing the accords. In my opinion, both Tony and Steve were right about the accords. Tony was right in that they needed some accountability for the damage their fights cause (he is normally the one that shoulders to burden of repairing the damage and receiving all of the blame) but Steve was right in that the avengers needed to be able to go where they are needed vs where the government wants them to go

1. Tony didn’t have enough time to call Steve and the other avengers wouldn’t have made it in time, 2. Tony was extremely depressed about the poisoning and didn’t want anyone else to know since there was nothing they could do then, and 3. Tony had no power over Ross and couldn’t have stopped him since Ross was backed by most of the world’s governments

@AH-is5yg I agree that tony was probably still angry with Steve and I wouldn’t blame him (especially given what Steve had said about teammates keeping secrets in age of ultron) but tony was about to call Steve when the attack began. war machine wouldn’t have been able to get there in time either and the other heroes were off the grid, were retired, or would likely not be willing to hear tony out after civil war. The only heroes that he could’ve contacted that would have been able to get there in time were already there (and banner couldn’t help because hulk didn’t want to help). The most that tony would’ve been able to do is get the warning out to Steve but couldn’t since he had to go help dr strange when the fight began

Tony admitted that he and Bruce were nowhere near the point of creating the interface for ultron’s AI so the only thing he was really guilty of was the ultron project in general since he didn’t know what the mind stone was going to do

To be fair, tony was having an extreme emotional outburst and never got the opportunity to apologize to Bucky since the next time they met was the battle where tony died
