  9. Super Saiyan Goddess cell, fat buu, and beerus can be reasonable. Cell didn’t have to wait for the cell games and could’ve destroyed the world immediately, Hercule was able to turn fat buu good and got him to stop killing people. Beerus can also be reasonable as well, he could’ve easily destroyed earth after beating goku but chose to only destroy a small pile of rock. Beerus also let whis rewind time so that goku could stop frieza from destroying earth, used a wish to restore the earth of universe 6, and he saved both gowasu and goku from present zamasu (he also didn’t stop goku, vegeta, bulma, and future trunks from going to the future to face black and future zamasu. Hell, beerus even got both gowasu and shin to assist the z fighters in the future world and actually said that he would’ve gone to the future to eliminate black and future zamasu willingly if he was able to. Beerus might not care much about letting a populated planet or two getting destroyed (hence why he kinda tolerated frieza) but he gets extremely serious when the threat is universal, multiversal, or involves threats to deities (even ones from the other universes). Usually beerus is pretty comical and laid back but the times where he does get serious definitely do a great job at reminding people just how dangerous/powerful he truly is

  17. HLVision I do and in some ways they are more evil than frieza but they are a more “human” evil and frieza has them beat in terms of how many people he killed. I’d also have included Montana “The Major” Max from Hellsing Ultimate, he was pure evil
