Iran is a resource exporter and tech importer because the regime buggered up their entire interaction with the rest of the world with agressive colonialist policies from Somalia to Yemen to Lebanon to even Ukraine. You don't really recover from that. It's not like the Supreme Opressor can issue a fatwah and by next year there's IT research going on everywhere. And there's a reason 'banana republic' is a derogatory term economically. Currently, ironically, Joe Biden is the biggest asset for Iran economically. Without Biden's constant fear and weakness, Israel would've turned Iran's oil sector into a smoking crater by now to force Iran to stop the war, which is to say tell their colonial armies Hamas, Hezbollah and to an extent the Houth brigade, to stop attacking. Does it sound like a firm economic base ripe for expansion to you?
