  1. 0.4% is the inflated official number. As past numbers have shown one have to reduce that substantially to get actual number. There are many cases of provinces posting fake numbers.

  2. Yup if you search online, china always post inflated number they have been exposed several times. To save face many scapegoat arrest have also been made of in china provinces for doctoring the numbers.
