This is a hilariously bad strawman. Woman is a gender identity, and while there are some trends as to what traits that gender expresses, the ultimate definition of womanhood will vary depending on the person you're talking to, and that's okay. But I can easily say who is and isn't a woman. Do they genuinely identify as a woman? If the answer is yes, they're a woman. Pretty easy, dude.

It's being written into policy to protect people of certain gender identities from being discriminated against, or in the case of the more horrendous laws, to punish people for their gender identity. And I just answered your second question. An agender person understands that the concept of gender exists, though they may not entirely buy into it. There are agender people that don't feel as if they fit in a gender and agender people who reject the concept of gender as useless. Both are valid. Also, how is this an ideology? The concept of gender objectively exists. We're talking about it right now.

The conflict is when powers don't allow women to do that. That is oppression. And when a woman's definition of womanhood that they embody isn't recognized by society to the detriment of her quality of life, that's oppression. If a woman defines what womanhood means for herself, and that definition is accepted and supported by the society she lives in, you have a scenario in which both liberation and gender exist simultaneously. I never once even remotely implied that oppression outright doesn't exist.

Femininity and masculinity are general trends of expression, but you don't have to take a hardline absolutist approach to be more comfortable expressing one over the other. Ultimately, what's feminine and what's masculine is up to each individual person's own expression. And while that expression is informed by the social constructs around them, it is not entirely dependent on it.
