Of course they change the rules for Ukraine; the UN is run by and for the benefit of the West and the West is at war via its client State Ukraine, with the Russian Federation. I mean NATO is paying all of Ukraine's public sector salaries, pensions, the Army, Police, Fire, etc. including politicians like Zelensky himself. Russia knows it won't stop Zelensky from speaking, but their objection is now a matter of record and yet another example of Western hypocrisy. Russia always plays the long game....always...
