  1. Towns need an economic "heart". The steel mill was that heart and it's gone now. 1960s era racism made it worse. The Whites left and they could start over somewhere else since they could get jobs anywhere being White. The Black residents could not, so when the Mill ended, so did their chances. Until there is a new economic heart, the town will not recover. If there were a mountain or lake or ocean nearby, vacationers could have sustained it, but it needs an EV battery or microchip or other "new economy" plant to locate there.
