  2. Gregor Samsa , No. Congress never voted on the subsidies. The Obama administration realized that the insurance companies would need subsidies, in order for Obamacare to work and asked Congress for them in 2013. When Congress refused, Obama’s Treasury Secretary (Jack Lew) began making the payments without Congressional approval. Congress authorized “reduced cost-sharing”, but did NOT appropriate monies for it. A U.S. District Court has already ruled on this case and stated that “Congress is the only source for such an appropriation and no public money can be spent without one.”.

  3. Gregor Samsa , I have and it doesn’t give a set amount. Therefore, Congress would have to appropriate exact amounts every year. And they refused when asked, so Obama had the Treasury Department issue payments anyway....That’s illegal and Unconstitutional, cupcake. You seem to be having a hard time understanding....
