It has NEVER be done like this and , again, it’s unfair and Unconstitutional. You cannot even answer a simple question, without deflecting and lying. NOT the Speaker of the House or a few members of the House, but the Majority of the House. A vote is necessary to KNOW what the majority of the House want to do. THAT is why there has ALWAYS been a vote first, before an Impeachment Inquiry has started. If they want to call it “yet another investigation, fishing for something”, then that’s all good. However, they cannot call what they are doing an “Impeachment Inquiry” and be right, according to the Constitution.

As for the fairness of the current witch hunt the Democrats have undertaken, would you feel it was fair if your lawyer wasn’t able to call or question witnesses in a secret trial of you? Because, that’s what’s happening. Why are the Democrats so scared of being fair and having a vote, so that the Republicans in the House are allowed to call and question witnesses?
