  3. samantha schwartz , Mueller isn't an elected official AND he isn't working for any government local or state level. He is a federal contractor. He only has the authority that Rosenstein has given him in his "scope" document. If Mueller has strayed outside of his scope, he is acting in an illegal manner and any evidence he obtains is tainted. Any state prosecutor would have to start from scratch and be able prove that his evidence didn't come from anything Mueller obtained.
