  2.  @travisfoster1071  , No. The “powers of Congress” are clearly listed in the Constitution. Since it is the sole job of the Supreme Court to rule on the Constitutionality of issues before it, they will clearly block Congress from obtaining ANYONE’s tax returns, since Congress has no authority to obtain/view them.
