  3.  @starrpendergraft5420  , The way our Government works is that a bill cannot become a law,until BOTH the House and Senate vote in favor of it. The Senate voted for it in August…. THEY could have actually had a chance to stop the bill…. The House vote was never really in question. The House could have passed the bill without ANY Republican support…..
