The country doesn't give a crap about people. At all.
On the other hand, if you got money for bribes, things get done way faster than they do in the West.
I got a relative that was adopting kids out of Ukraine. Adoption agency said plan to be in Ukraine for 3 weeks for the full process. They spent there 3 months, asking, begging, demanding, crying for government officials to finalize the paperwork. Nothing was being done - just more and more "requirements" with no end in sight. When they complained to their AirBnb guy, he laughed and laughed at their naivete, and explained how things are done in Ukraine. Over the next couple of days they $20k bribing everyone from secretary to the judge. 48 hours later they were flying back with adopted kids.
Since then they have traveled all by over Latin America, Africa, Asia and Russia and Ukraine again visiting and providing funding for orphanages and say Ukrane is worse than anywhere else.
Only in ukrane an orphanage wont let you donate clothes and toys for kids without bribing employees first.
