Do you think the Russians are stupid enough to sit and wait until NATO builds up forces in Ukraine and then vote to have ukrane join NATO?

If the explosion was underwater but the fireball was clearly seem in the road, it would have needed to shatter the entire bridge span, not simply knock it off the pylons.
