When government tells East ukranians - do not speak your native language, pulls 19 million Russian language books from the libraries, bans Russian language TV, movies and media, bans their Orthodox Church and forces conversion, that is not government for the people, that is a dictatorial regime occupying land that doesn't belong to them. My wife is from Eastern Ukraine - her family and friends are in "Russian occupied" territory now, but they are out as libration, not occupation and want absolutely nothing to do with Kiev. Nothing.
