  1. When Korea tries to restrict after hours tutoring or classes the result is parents and hagwon doing it anyway. I think even if the gov ordered the school to close certain parents would make sure their students study during those hours online or some other way. For fear their child will be the unemployed one if they are not scoring high enough.
