  1. Why are you making excuses for speeders? Also, speed limit is a maximum, not a minimum. There are plenty of reasons not to drive at the maximum speed allowed. Inclement weather is one of them. A busy street is another. Perhaps YOU are the halfwit who should learn how to drive.
