  1.  @Zen-rd9np  There is a central government fund and it's called the Treasury. They will always reward the councils who do their bidding no matter what party they are. A lot of your council taxe money and all business taxes go to centraol govenment. Labour councils are the worst for vanity projects, like Khan's Mayoralship for instance.
