An allegation of crime will have to be registered first, but it really isn't that simple. I was a qualified police vehicle examiner myself. My dealings in that field were mainly with stolen vehicles (amongst other things). But the superior authority here, in the end will be the DVLA, not the police unfortunately. If you go down that route then the police will just be arguing with the DVLA. It will be a 'No Crime' and just be classified as a civil dispute. I am not supporting the DVLA here it's just how it is.

@chaseshadow I think it's more incompetence, unprofessional and laziness myself. I don't know what benefit would be gained by an employee of the DVLA by being partisan to one side or the other.

@Donald.Raindrops Police will only get involved if there is an allegation of crime and it won't have any legs. Yes things have changed since I was in the job but nevertheless, the situation will still be the same. Ultimately this will be in the hands of the issuing authority.

@chaseshadow Thousands of similar issues? I didn't know there were that many. Can you let me know where you heard this? That said, if that is true, then it must have been a recent phenomena as all my dealings with the DVLA have always been met professionally and with expedience, but that was a long time ago. Maybe because I was police that may have had a bearing on it to some extent. I can see no other reason for this apparent transgression other than what I said. But as I said previously, I can't see that any individual in such a large institution would ever be able to benefit from this in any way. All it can be is bad training or pressure from above to get rid of difficult issues asap. May I say that this does tend to appear how the government works these days. Sad but true.
