Even hands free phones are dangerous because they can put the driver in a sort of trance like state. I used to think that long before I heard some psychologists saying the exact same thing. If you are talking to someone in the car with you then it's totally different. So increased penalties is warranted in my opinion providing it's not abused by police, like ticketing someone parked up with their engine running etc. Fiddling with anything whilst driving is dangerous, I see it all the time.
