  1. The police as an institution aren't autonomous. They are controlled by the Home office and more so by the elephant in the room - FM. I agree with much of what hes says as I am retired from the Met (1989-2009) different world then. But it was PACE in 1984 when it really started. WE never ran away - ever!! I will say thatb some of those involved in a riot are paid placemen and agitators. That even happened in the Brixton riots and some of those agitators were the media.
