  1. It makes sense as an abbreviation of 外国人。The word 外国 has its roots in China. The etymology is ancient, like Greek and Latin for English (in a great part). Fixing that would be like putting the roots, the culture, into a memory hole. Some people have no better things to achieve.

  3.  @odorikakeru  You might believe wrong about the next village, at least I never heard that (if you mean in Japanese as opposed to Chinese). Not so long ago, even people from nearby Asian countries were rather referred to by their country name, than by the “foreigner” name.
